Apply for rezoning, a variance, or a conditional use permit
Zoning applications — rezoning, conditional use permits, variances, preliminary and sketch plats, design modifications, and administrative appeals — are submitted through the Evolve project portal and reviewed by the Development Review Committee.

- Cost:
- Per the 2026 Zoning and Subdivision Fee Schedule; card payments carry a 3.5% service charge.
How it works
- Create an account on the project portal; all correspondence is by email.
- Submit the application with the documents the portal lists for that type, including proof of paid property taxes.
- Community Development checks the application for completeness and emails you the Development Review Committee meeting date.
- Applications that go to the Planning and Zoning Commission or Board of Commissioners are scheduled after DRC review.
- Pay the application fee online when invoiced.
What you need
- Documents listed in the portal for the application type.
- Verification of paid property taxes.
- A Traffic Impact Analysis where the Unified Development Ordinance thresholds apply (Section 114-428).
