Accessibility statement

Bryan County wants everyone to be able to use this website, including people who use assistive technology. This statement says what standard we build to, where we stand today, and how to get help.

Our standard

This website is built to meet the Web Content Accessibility Guidelines (WCAG) 2.2 at Level AA. That exceeds the WCAG 2.1 AA standard required of state and local governments by the Americans with Disabilities Act Title II web rule (28 CFR Part 35, Subpart H). Every page template is checked automatically for accessibility problems before it can be released, and we test keyboard-only use, screen readers, zoom to 400 percent, and reduced motion by hand.

Conformance status

Partially conformant. The website’s pages are designed and tested to WCAG 2.2 AA. Some content carried over from the previous county website does not yet meet the standard; it is listed below, and each item has an owner and a plan.

Known issues

  • Documents (PDFs) from the previous website. 675 of 675 documents are marked “needs remediation”: they may lack tags, reading order, or text (scanned pages). Agendas, minutes, ordinances, budgets, notices, bids, and forms are being reviewed first. Until a document is fixed, ask us for the information in another format (see below) and we will provide it.
  • Images without descriptions. 96 images imported from the previous website still need alternative text. They are not shown on this website until a description is written, so no page depends on them.
  • Images of text on older pages. The previous website used pictures of hours, schedules, and notices. Migrated pages are being rewritten as text; where a picture of text remains, the same information is available from the department by phone.
  • External services. Online payments (Government Window), vehicle registration (Georgia DRIVES), job applications (ADP Workforce Now), permits (Evolve), and open records (JustFOIA) run on other organizations’ websites. We label every hand-off, and every task can also be completed by phone or in person.
  • Testing still under way. Manual screen reader and 400 percent zoom passes are complete on the home page, service pages, and department pages and are in progress on the remaining templates; an independent audit is scheduled before launch.

How this website is built and tested

  • Semantic HTML with one heading structure, landmarks, and skip links.
  • Everything works with a keyboard alone, with a visible focus indicator, and without hover-only menus or motion.
  • Text and interface colors are verified for contrast (at least 4.5:1 for text) in every site design.
  • Pages reflow at 320 pixels wide and 400 percent zoom, and respect reduced-motion settings.
  • Automated checks (axe-core) run on every template on every change; editors must provide alternative text for every image and an accessibility status for every document before publishing.
  • Plain language, answer first, at about an eighth-grade reading level where the subject allows.
